  1                      A bill to be entitled

  2         An act relating to certification of

  3         professional staff; requiring the Department of

  4         Juvenile Justice to establish a workgroup to

  5         study the certification of professional staff

  6         working for a provider of juvenile justice

  7         services; providing for membership; requiring

  8         the workgroup to consider the feasibility of

  9         implementing and operating a certification

10         system for professional staff; requiring the

11         workgroup to consider, at a minimum, certain

12         specified issues; directing the workgroup to

13         recommend a process for testing and validating

14         the effectiveness of the recommended

15         professional staff development system;

16         requiring the workgroup to prepare a report of

17         its deliberations and recommendations and to

18         submit the report to the Governor, the

19         President of the Senate, and the Speaker of the

20         House of Representatives by a specified date;

21         providing an effective date.

23  Be It Enacted by the Legislature of the State of Florida:

24  

25         Section 1.  Certification for juvenile justice provider

26  staff.--

27         (1)  The Department of Juvenile Justice shall establish

28  a workgroup to study the feasibility of a certification system

29  for professional staff working for a provider of juvenile

30  justice services.

 1         (2)  The membership shall include, but is not limited

 2  to, two representatives of the department, two representatives

 3  of providers of juvenile justice services, two members of the

 4  Florida Juvenile Justice Association, and two representatives

 5  of the Florida Certification Board. Other interested parties

 6  may also participate.

 7         (3)  The workgroup shall consider the feasibility of

 8  implementing and operating a certification system for

 9  professional staff who work at juvenile justice facilities or

10  in juvenile justice programs. The workgroup shall consider, at

11  a minimum, the occupational levels of professional staff

12  subject to certification, the criteria that may be used to

13  certify staff, the levels of certification, the benefits that

14  will be derived for the juvenile justice system, and the cost

15  to implement the proposed certification system. The workgroup

16  shall also recommend a process for testing and validating the

17  effectiveness of the recommended professional staff

18  development system.

19         (4)  The workgroup shall prepare a report of its

20  deliberations and recommendations. The workgroup shall submit

21  the report to the Governor, the President of the Senate, and

22  the Speaker of the House of Representatives by January 1,

23  2006.

24         Section 2.  This act shall take effect July 1, 2005.
