  1                      A bill to be entitled

  2         An act relating to anti-gang education;

  3         requiring the school board of Miami-Dade County

  4         to develop and implement an anti-gang education

  5         program for 5th-grade students in the county;

  6         providing requirements for the curriculum used

  7         in the program; providing that the University

  8         of Miami Athletic Department will be a partner

  9         to the school board in implementing the program

10         and will provide specified amenities; providing

11         an appropriation; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Join-A-Team, Not-A-Gang Program.--

16         (1)  The school board of Miami-Dade County shall

17  develop and implement the Join-A-Team, Not-A-Gang Program, an

18  anti-gang education program for students in grade 5 throughout

19  the county.

20         (2)  The curriculum used in the program must focus on

21  alternatives to gangs and resistance strategies for students

22  as they prepare to enter middle school.

23         (3)  The University of Miami Athletic Department will

24  serve as a partner to the school board in implementing this

25  program and will provide athletes and coaches as role models

26  for the students in the program. The university will also

27  provide sports camps, tickets to sports events, tours of the

28  University of Miami campus, and access to team practices.

29         Section 2.  There is appropriated from the General

30  Revenue Fund to the school district of Miami-Dade County the

31  sum of $200,000 for fiscal year 2005-2006, to be used in

 2  for students in grade 5 which is created under section 1.

 3         Section 3.  This act shall take effect July 1, 2005.

 6                          SENATE SUMMARY

 7    Requires the school board of Miami-Dade County to develop
      and implement the Join-A-Team, Not-A-Gang Program, an
 8    anti-gang education program for 5th-grade students in the
