  1                      A bill to be entitled

  2         An act relating to lending practices; requiring

  3         the Office of Financial Regulation to conduct a

  4         study of lending practices and submit a report

  5         to the Legislature; providing an effective

  6         date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  The Office of Financial Regulation, in

11  consultation with the Department of Community Affairs, shall

12  conduct a study to evaluate the lending practices and the

13  availability of credit to minorities in Florida. The office

14  shall report its findings and recommendations to the President

15  of the Senate and the Speaker of the House of Representatives

16  by January 1, 2006.

17         Section 2.  This act shall take effect July 1, 2005.

19          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
20                         Senate Bill 2446

22  The committee substitute eliminates criminal penalties
    relating to lending practices; and instead, requires the
23  Office of Insurance Regulation, in consultation with the
    Department of Community Affairs, to study lending practices in
24  Florida and the availability of credit for minorities and
    report findings and recommendations to the Legislature by
25  January 1, 2006.
