6 | Be It Resolved by the Legislature of the State of Florida: |

8 | That the amendment to Section 2 of Article I of the State |
9 | Constitution set forth below is agreed to and shall be submitted |
10 | to the electors of Florida for approval or rejection at the |
11 | general election to be held in November 2006: |

13 | DECLARATION OF RIGHTS |
14 | SECTION 2. Basic rights.--All natural persons, female and |
15 | male alike, are equal before the law and have inalienable |
16 | rights, among which are the right to enjoy and defend life and |
17 | liberty, to pursue happiness, to be rewarded for industry, and |
18 | to acquire, possess and protect property; except that the |
19 | ownership, inheritance, disposition and possession of real |
20 | property by aliens ineligible for citizenship may be regulated |
21 | or prohibited by law. No person shall be deprived of any right |
22 | because of race, religion, national origin, or physical |
23 | disability. |
24 | BE IT FURTHER RESOLVED that the title and substance of the |
25 | amendment proposed herein shall appear on the ballot as follows: |
26 | RIGHTS OF NONCITIZENS TO OWN REAL PROPERTY |
27 | Proposes an amendment to Section 2 of Article I of the |
28 | State Constitution, relating to basic rights, to delete a |
29 | provision stating that the ownership, inheritance, disposition, |
30 | and possession of real property by aliens ineligible for |
31 | citizenship may be regulated or prohibited by law. |
