| 6 | Be It Resolved by the Legislature of the State of Florida: |
| 7 |

| 8 | That the amendment to Section 2 of Article I of the State |
| 9 | Constitution set forth below is agreed to and shall be submitted |
| 10 | to the electors of Florida for approval or rejection at the |
| 11 | general election to be held in November 2006: |
| 12 | ARTICLE I |
| 13 | DECLARATION OF RIGHTS |
| 14 | SECTION 2. Basic rights.--All natural persons, female and |
| 15 | male alike, are equal before the law and have inalienable |
| 16 | rights, among which are the right to enjoy and defend life and |
| 17 | liberty, to pursue happiness, to be rewarded for industry, and |
| 18 | to acquire, possess and protect property; except that the |
| 19 | ownership, inheritance, disposition and possession of real |
| 20 | property by aliens ineligible for citizenship may be regulated |
| 21 | or prohibited by law. No person shall be deprived of any right |
| 22 | because of race, religion, national origin, or physical |
| 23 | disability. |
| 24 | BE IT FURTHER RESOLVED that the title and substance of the |
| 25 | amendment proposed herein shall appear on the ballot as follows: |
| 26 | RIGHTS OF NONCITIZENS TO OWN REAL PROPERTY |
| 27 | Proposes an amendment to Section 2 of Article I of the |
| 28 | State Constitution, relating to basic rights, to delete a |
| 29 | provision stating that the ownership, inheritance, disposition, |
| 30 | and possession of real property by aliens ineligible for |
| 31 | citizenship may be regulated or prohibited by law. |
