House Joint Resolution
2A joint resolution proposing an amendment to Section 2 of
3Article I of the State Constitution, relating to basic
4rights.

6Be It Resolved by the Legislature of the State of Florida:

8     That the amendment to Section 2 of Article I of the State
9Constitution set forth below is agreed to and shall be submitted
10to the electors of Florida for approval or rejection at the
11general election to be held in November 2006:

ARTICLE I

DECLARATION OF RIGHTS
14     SECTION 2.  Basic rights.--All natural persons, female and
15male alike, are equal before the law and have inalienable
16rights, among which are the right to enjoy and defend life and
17liberty, to pursue happiness, to be rewarded for industry, and
18to acquire, possess and protect property; except that the
19ownership, inheritance, disposition and possession of real
20property by aliens ineligible for citizenship may be regulated
21or prohibited by law. No person shall be deprived of any right
22because of race, religion, national origin, or physical
23disability.
24     BE IT FURTHER RESOLVED that the title and substance of the
25amendment proposed herein shall appear on the ballot as follows:

RIGHTS OF NONCITIZENS TO OWN REAL PROPERTY
27     Proposes an amendment to Section 2 of Article I of the
28State Constitution, relating to basic rights, to delete a
29provision stating that the ownership, inheritance, disposition,
30and possession of real property by aliens ineligible for
31citizenship may be regulated or prohibited by law.
