11 The Committee on Children and Families (Rich) recommended the
12 following amendment:

15 Delete everything after the enacting clause

17 and insert:
18 Section 1. No later than July 1, 2006, the school
19 board of each public district must promulgate policies which
20 will ensure that the students in that school district are not
21 released from the schools to persons who are not authorized to
22 retrieve them. These policies must include a requirement that
23 a person attempting to retrieve the student present a picture
24 identification to the school principal or his or her designee
25 before the student is released to the person. As used in this
26 section, the term "picture identification" means a valid state
27 driver's license, a valid state identification card, or a
28 valid United States military identification card. Copies of
29 the policies must be provided to the Department of Education.
30 Section 2. No later than July 1, 2006, each nonpublic
31 school exempt from licensure under section 402.3025, Florida

1 Statutes, child care facility licensed under section 402.305,
2 Florida Statutes, family day care home licensed or registered
3 under section 402.3131, Florida Statutes, private school as
4 defined in section 1002.01, Florida Statutes, and faith-based
5 child care provider exempt from licensure under section
6 402.316, Florida Statutes must promulgate policies which will
7 ensure that the children in that nonpublic school, child care
8 facility, day care home, private school, or faith-based child
9 care provider are not released to persons who are not
10 authorized to retrieve them. These policies must include a
11 requirement that the person attempting to retrieve the child
12 must present a picture identification to the appropriate
13 school or child care official or his or her designee before
14 the child is released to the person. As used in this section,
15 the term "picture identification" means a valid state drivers
16 license, a valid state identification card, or a valid United
17 States military identification card. Copies of these policies
18 must be maintained on the premises of each entity covered by
19 this section and be readily available for inspection.
20 Section 3. This act shall take effect July 1, 2005.
