17 insert:
18 Section 43. Charter School Task Force.--
19 (1) The Charter School Task Force is established to
20 study and make recommendations regarding charter schools in
21 the state.
22 (2) The task force shall, at a minimum:
23 (a) Review current application and sponsorship
24 procedures used throughout the state for the approval of
25 charter schools.
26 (b) Examine the sponsorship and organizational
27 structure of charter schools in other states.
28 (c) Investigate alternative means available in the
29 state to implement changes in the sponsorship of charter
30 schools.
31 (d) Review capital outlay funding for charter schools.

1 (e) Determine the necessity and most effective methods
2 for the State Board of Education to sanction school districts
3 and charter schools for violation of charter school procedural
4 requirements.
5 (f) Conduct meetings throughout the state to receive
6 public input and consider policy recommendations on issues
7 related to charter schools.
8 (g) Issue a final report and recommendations by
9 December 31, 2005, to the Governor, the President of the
10 Senate, and the Speaker of the House of Representatives.
11 (3) The task force shall consist of:
12 (a) Up to four members of the House of Representatives
13 appointed by the Speaker of the House of Representatives.
14 (b) Up to four members of the Senate appointed by the
15 President of the Senate.
16 (c) Five charter school stakeholders appointed by the
17 Governor. The members shall include a representative of a
18 charter school, a representative of a school district, a
19 representative of a statewide association, and a
20 representative with experience in charter school law and may
21 include the Commissioner of Education or his or her designee.
22 (4) The Governor shall appoint the chair of the task
23 force from among the appointed members.
24 (5) Task force members shall serve without
25 compensation but are entitled to reimbursement, pursuant to
26 section 112.061, Florida Statutes, for per diem and travel
27 expenses incurred in the performance of their official duties.
28 (6) The Department of Education shall provide staff
29 support for the task force.
