11  The Committee on Education Appropriations (Lynn) recommended
12  the following amendment:
13  
14         Senate Amendment 
15         On page 86, lines 5 through 14, delete all of said
16  lines
17  
18  and insert:  
19           Annually, by a date determined by the Department of
20  Education but before May 1, school districts shall submit a
21  plan for the specific use of the research-based reading
22  instruction allocation in the format prescribed by the
23  department for review and approval by the Just Read, Florida!
24  Office created pursuant to s. 1001.215.  The plan annually
25  submitted by school districts shall be deemed approved unless
26  the department rejects the plan on or before June 1.  If a
27  school district and the Just Read, Florida! Office cannot
28  reach agreement on the contents of the plan, the school
29  district may appeal to the State Board of Education.  The plan
30  format shall be developed with input from school district
31  personnel, including teachers and principals, and shall allow

 1  courses in core, career, and alternative programs that deliver
 2  intensive reading remediation through integrated curricula.
 3  No later than July 1 annually, the department shall release
 4  the school district's allocation of appropriated funds to
 5  those districts with approved plans.  A school district that
 6  spends 100 percent of this allocation on its approved plan
 7  shall be deemed to have been in compliance with the plan.  The
 8  department may withhold funds upon a determination that
 9  reading instruction allocation funds are not being used to
10  implement the approved plan.
