14         On page 80, line 3, through
15            page 83, line 2, delete those lines

17  and insert:  
18         (2)  SCHOOL PERFORMANCE GRADE CATEGORIES.--The annual
19  report shall identify schools as being in one of the following
20  performance grade categories defined according to rules of the
21  State Board of Education:
22         (a)  "A," Schools making excellent progress.
23         (b)  "B," Schools making above average progress.
24         (c)  "C," Schools making satisfactory progress.
25         (d)  "D," Schools making less than satisfactory
26  progress.
27         (e)  "F," Schools failing to make adequate progress.
28  
29  Each school designated in performance grade category "A,"
30  making excellent progress, or having improved at least two
31  performance grade categories, shall have greater authority

Florida Senate - 2005 SENATOR AMENDMENT Bill No. CS for CS for SB 2480 Barcode 601294 1 over the allocation of the school's total budget generated 2 from the FEFP, state categoricals, lottery funds, grants, and 3 local funds, as specified in state board rule. The rule must 4 provide that the increased budget authority shall remain in 5 effect until the school's performance grade declines. 6 (3) DESIGNATION OF SCHOOL PERFORMANCE GRADE 7 CATEGORIES.--School performance grade category designations 8 itemized in subsection (2) shall be based on the following: 9 (a) Timeframes.-- 10 1. School performance grade category designations 11 shall be based on the school's current year performance and 12 the school's annual learning gains. 13 2. A school's performance grade category designation 14 shall be based on a combination of student achievement scores, 15 student learning gains as measured by annual FCAT assessments 16 in grades 3 through 10, and improvement of the lowest 25th 17 percentile of students in the school in reading, math, or 18 writing on the FCAT, unless these students are performing 19 above satisfactory performance. 20 (b) Student assessment data.--Student assessment data 21 used in determining school performance grade categories shall 22 include: 23 1. The aggregate scores of all eligible students 24 enrolled in the school who have been assessed on the FCAT. 25 2. The aggregate scores of all eligible students 26 enrolled in the school who have been assessed on the FCAT, 27 including Florida Writes, and who have scored at or in the 28 lowest 25th percentile of students in the school in reading, 29 math, or writing, unless these students are performing above 30 satisfactory performance. 31 2 3:50 PM 05/03/05 s2480c2c-33-t03

The State Board of Education shall adopt appropriate 5 criteria for each school performance grade category. The 6 criteria must also give added weight to student achievement in 7 reading.
