17 Section 42. Part VI of chapter 1011, Florida Statutes,
18 consisting of sections 1011.96, 1011.965, 1011.97, and
19 1011.98, is created to read:
20 1011.96 SUCCEED, FLORIDA! Crucial Professionals
21 Program.--
22 (1) The SUCCEED, FLORIDA! Crucial Professionals
23 Program is established to award funds to accredited
24 postsecondary educational institutions in the state on a
25 competitive basis to offer programs that meet the critical
26 workforce needs of the state and to maximize the number of
27 diplomas, certificates, and degrees that are awarded to
28 postsecondary education students in fields vital to the
29 residents of the state.
30 (2) Beginning with the 2006-2007 fiscal year, funds
31 appropriated by the Legislature to the Department of Education

1 for the SUCCEED, FLORIDA! Crucial Professionals Program shall
2 be distributed according to the provisions of this section.
3 (3) The department shall develop and issue annually a
4 request for proposals. The department shall establish
5 application procedures, guidelines, accountability measures,
6 and timelines for implementation of the grant program.
7 (4) Proposals for a grant authorized pursuant to this
8 section must:
9 (a) Indicate the number of students to be served, the
10 length of the proposed program, and the total projected cost
11 to students and the state. Funds for a grant provided pursuant
12 to this section must be used to support new students and not
13 to supplant current funding or students.
14 (b) Document the workforce need to be addressed.
15 (c) Demonstrate a pool of qualified applicants.
16 (d) Include a plan to increase the minority graduation
17 rate and minority presence in the workforce.
18 (e) Be submitted by an accredited public or nonpublic
19 postsecondary educational institution in the state that
20 provides postsecondary instruction in a field specified in the
21 priority list established pursuant to subsection (5). For
22 purposes of this section, postsecondary educational
23 institutions include school district career centers that offer
24 postsecondary programs.
25 (f) Indicate the number of postsecondary diplomas,
26 certificates, or degrees that the institution will award using
27 funds received pursuant to this section and the fields in
28 which the diplomas, certificates, or degrees will be awarded.
29 (g) Indicate how the funds received will leverage
30 private industry contributions, grants, or scholarships and
31 how the funds will be used to offset costs to the state for

1 program startup or expansion or to offset student tuition
2 costs.
3 (5) By March 1, 2006, and annually thereafter, the
4 State Board of Education, the Board of Governors, and the
5 board of directors of Workforce Florida, Inc., shall each
6 advise the Legislature of the state's most pressing workforce
7 needs for postsecondary instruction and the geographic
8 locations of these needs. The Legislature shall annually
9 establish a priority list for funds provided pursuant to this
10 section in the General Appropriations Act.
11 (6) The rankings and decisions of the
12 request-for-proposals process shall be made by the State Board
13 of Education based on the priority list established pursuant
14 to subsection (5).
15 (7) Grant recipients must enter into a contract with
16 the state to produce a specific number of graduates in the
17 designated program within a specific time period. Grant
18 recipients must submit periodic reports to the department
19 documenting compliance with the accountability measures
20 established by the department.
21 (8) Subsequent to the first year of funding for the
22 SUCCEED, FLORIDA! Crucial Professionals Program, priority for
23 awarding grants shall be for renewal grants to programs that
24 are making adequate progress toward their contracted
25 production, including nursing programs and teaching programs
26 at institutions that received funding from the SUCCEED,
27 FLORIDA! Crucial Professionals Program during the 2005-2006
28 fiscal year. Renewal award amounts shall be tied to student
29 retention; the production of degrees, certificates, or
30 diplomas; the number of graduates placed in the targeted
31 professions in the state; or other accountability measures

3 Nursing Education Grant Program.--The SUCCEED, FLORIDA!
4 Crucial Professionals Nursing Education Grant Program is
5 established as a contract grant program within the Department
6 of Education to increase the capacity of nursing programs
7 approved by the Board of Nursing at postsecondary educational
8 institutions to produce more nurses or nursing faculty to
9 enter the workforce in the state. The department shall
10 establish application procedures, guidelines, accountability
11 measures, and timelines for implementation of the grant
12 program and advise all Board of Nursing approved programs
13 accordingly.
14 (1) Proposals for a grant authorized pursuant to this
15 section must:
16 (a) Indicate the number of students to be served, the
17 length of the proposed program, and the projected cost.
18 (b) Document the workforce need to be addressed
19 through the expanded capacity of the existing nursing program.
20 (c) Demonstrate a pool of qualified applicants to fill
21 the expanded capacity.
22 (2) Funds for a grant provided pursuant to this
23 section must be used to support new students and not to
24 supplant current funding or students. An institution applying
25 for a grant must certify to the department that it will not
26 reduce funding or the current level of enrollment in its
27 existing nursing program. Any such reduction shall result in a
28 pro rata reduction in the grant awarded pursuant to this
29 section.
30 (3) Priority in the awarding of new grants authorized
31 pursuant to this section shall be given to proposals that

1 comply with three or more of the following:
2 (a) Proposals that result in new nurses in the
3 workforce or nurses moving to a higher level on the career
4 ladder.
5 (b) Proposals that could be implemented as early as
6 the fall of 2005.
7 (c) Proposals that include partnerships or
8 collaborations with other institutions, programs, or health
9 care providers.
10 (d) Proposals for programs offered at the worksite or
11 through distance learning that permit nurses to achieve a
12 higher level of nursing licensure.
13 (e) Proposals for accelerated programs that shorten
14 the time required to receive a diploma, certificate, or
15 degree; obtain licensure; and enter the workforce.
16 (f) Proposals that target exiting military personnel
17 or other persons interested in making career changes.
18 (g) Proposals from nursing programs with demonstrated
19 success as evidenced by graduation rates, licensure
20 examination passage rates, and placement of graduates in
21 nursing employment in the state.
22 (h) Proposals for programs that would address the
23 state's need for rapid production of highly skilled clinical
24 nurses and qualified nursing faculty, such as the fast-track
25 baccalaureate to doctoral program, the Clinical Nurse Leader
26 Program, and the Doctor of Nursing Practice program.
27 (4) Subsequent to the first year of funding for the
28 grant program, priority for awarding grants shall be for
29 renewal grants to nursing programs that are making adequate
30 progress towards their contracted production.
31 (5) Grant recipients must enter into a contract

1 between the postsecondary educational institution and the
2 state to produce a specific number of nursing graduates within
3 a specific time period.
4 (6) Nursing programs receiving grants pursuant to this
5 section must submit periodic reports to the department
6 documenting compliance with the accountability measures
7 established by the department. Award amounts in subsequent
8 years shall be tied to student retention; the production of
9 degrees, certificates, or diplomas; and the number of
10 graduates placed in a nursing position in the state.
11 (7) Proposals submitted pursuant to this section shall
12 be reviewed by the Board of Nursing and the State Board of
13 Education. Final approval and level of funding shall be
14 determined by the State Board of Education with consideration
15 given to comments submitted to the State Board of Education by
16 the Board of Nursing.
17 (8) The State Board of Education shall monitor
18 compliance with accountability requirements.
19 (9) By February 1, 2006, the State Board of Education
20 shall submit a report to the President of the Senate and the
21 Speaker of the House of Representatives on the status of
22 implementation of the grant program.
23 1011.97 SUCCEED, FLORIDA! Career Paths Program.--
24 (1) The SUCCEED, FLORIDA! Career Paths Program is
25 established as a grant program within the Department of
26 Education to provide startup grants to offset implementation
27 costs of partnerships between a district school board or the
28 Florida Virtual School and one or more businesses, industries,
29 or postsecondary educational institutions to operate a career
30 and professional academy pursuant to s. 1014.21. The Office of
31 Career Education in the department shall administer the

1 startup grants.
2 (2) A district school board or the Florida Virtual
3 School may apply to the Office of Career Education for a grant
4 that must be provided through a competitive process and may be
5 used only for a career and professional academy.
6 (3) A high school that currently has a career academy,
7 career institute, industry-certified program, or
8 preapprenticeship program as well as a charter technical
9 career center shall be eligible to apply for a grant to
10 redesign its programs to meet the rigorous and relevant
11 academic standards of a career and professional academy.
12 (4) Curriculum and content developed in a career and
13 professional academy as a result of a startup grant shall be
14 made available to all school districts.
15 1011.98 SUCCEED, FLORIDA! Great Jobs Program.--
16 (1) The SUCCEED, FLORIDA! Great Jobs Program is
17 established to award funds to public and private postsecondary
18 educational institutions in the state on a competitive basis
19 to produce more qualified and trained graduates to enter
20 high-skill, high-wage occupations in the state.
21 (2) Beginning with the 2006-2007 fiscal year, funds
22 appropriated by the Legislature to the Department of Education
23 for the SUCCEED, FLORIDA! Great Jobs Program shall be
24 distributed according to the provisions of this section.
25 (3) The department shall develop and issue annually a
26 request for proposals. The department shall establish
27 application procedures, guidelines, accountability measures,
28 and timelines for implementation of the grant program.
29 (4) Proposals for a grant authorized pursuant to this
30 section must:
31 (a) Indicate the number of students to be served, the

14 postsecondary programs.
15 (e) Indicate the number of postsecondary diplomas,
16 certificates, or degrees that the institution will award using
17 funds received pursuant to this section and the fields in
18 which the diplomas, certificates, or degrees will be awarded.
19 (f) Indicate how the funds received will leverage
20 private industry contributions, grants, or scholarships and
21 how the funds will be used to offset costs to the state for
22 program startup or expansion or to offset student tuition
23 costs.
24 (5) By March 1, 2006, and annually thereafter, the
25 State Board of Education, using information provided by the
26 Workforce Estimating Conference pursuant to s. 216.136(9),
27 shall advise the Legislature of the workforce needs in
28 high-skill, high-wage occupations and the geographic locations
29 of these needs. The Legislature shall annually establish a
30 priority list for funds provided pursuant to this section in
31 the General Appropriations Act.

1 (6) The State Board of Education must review proposals
2 and determine funding to be provided based on the priority
3 list established pursuant to subsection (5).
4 (7) Grant recipients must enter into a contract with
5 the state to produce a specific number of graduates in the
6 designated program within a specific time period. Grant
7 recipients must submit periodic reports to the department
8 documenting compliance with the accountability measures
9 established by the department. The State Board of Education
10 must monitor compliance with the accountability requirements.
11 (8) Final payments shall be tied to the number of
12 degrees, certificates, or diplomas produced and the number of
13 graduates placed in the state.
