11  The Committee on Justice Appropriations (Smith) recommended
12  the following amendment:

14         Senate Amendment 
15         On page 45, line 30, through
16            page 46, line 4, delete those lines
17  
18  and insert:  required by changes in law or court rule.  To
19  determine the necessary additional functions, the Clerk of
20  Court Corporation must propose to the Department of Financial
21  Services a methodology to determine any increases.  The
22  Department of Financial Services shall review and approve any
23  such methodology before the Clerk of Court Corporation may use
24  it to approve an increase in the maximum annual budget for any
25  clerk of court.
26         (b)  The additional funding is reasonable and necessary
27  to pay the additional costs required for the clerk to support
28  increases in the number of judges or magistrates authorized by
29  the Legislature.  To determine the necessary additional
30  funding, the Clerk of Court Corporation must propose a
31  staffing model, including the number of new staff, the cost of

 1  such staff, and the expenses for each new judge or magistrate.
