14 On page 102, line 15, through page 103, line 7, delete
15 those lines

17 and insert:
18 Section 61. Subsection (2) of section 985.05, Florida
19 Statutes, is amended, and subsection (5) is added to that
20 section, to read:
21 985.05 Court records.--
22 (2) The clerk shall keep all official records required
23 by this section separate from other records of the circuit
24 court, except those records pertaining to motor vehicle
25 violations, which shall be forwarded to the Department of
26 Highway Safety and Motor Vehicles. Except as provided in ss.
27 943.053 and 985.04(4), official records required by this part
28 are not open to inspection by the public, but may be inspected
29 only upon order of the court by persons deemed by the court to
30 have a proper interest therein, except that a child and the
31 parents, guardians, or legal custodians of the child and their

1 attorneys, law enforcement agencies, the Department of
2 Juvenile Justice and its designees, the Parole Commission, and
3 the Department of Corrections, and the Justice Administrative
4 Commission shall always have the right to inspect and copy any
5 official record pertaining to the child. The court may permit
6 authorized representatives of recognized organizations
7 compiling statistics for proper purposes to inspect, and make
8 abstracts from, official records under whatever conditions
9 upon the use and disposition of such records the court may
10 deem proper and may punish by contempt proceedings any
11 violation of those conditions.
12 (5) This part does not prohibit a circuit court from
13 providing a restitution order containing the information
14 prescribed in s. 985.201(4)(c) to collection court or a
15 private collection agency for the sole purpose of collecting
16 unpaid restitution ordered in a case in which the circuit
17 court has retained jurisdiction over the child and the child's
18 parent or legal guardian. The collection court or private
19 collection agency shall maintain the confidential status of
20 the information to the extent such confidentiality is provided
21 by law.
