15         On page 45, line 30, through
16            page 46, line 18, delete those lines

18  and insert:  required by changes in law or court rule; or
19         (b)  The additional funding is reasonable and necessary
20  to pay the additional costs required for the clerk to support
21  increases in the number of judges and other judicial resources
22  authorized by the Legislature.
