11 | School Athletic Association to make recommendations for a |
12 | pilot drug testing program to test for performance- |
13 | enhancing drugs; providing an effective date. |

15 | Be It Enacted by the Legislature of the State of Florida: |
16 |

17 | Section 1. Paragraphs (e) and (f) are added to subsection |
18 | (2) of section 1006.20, Florida Statutes, to read: |
19 | 1006.20 Athletics in public K-12 schools.-- |
20 | (2) ADOPTION OF BYLAWS.-- |
21 | (e) The organization shall adopt bylaws in consultation |
22 | with the Florida School Boards Association and the Florida |
23 | Association of District School Superintendents specifying that, |
24 | in order to qualify for membership in the organization, a school |
25 | must abide by district school board procedure or private school |
26 | procedure that requires: |
27 | 1. Instruction in physical education or health classes on |
28 | the dangers of steroid use. |
29 | 2. Instruction by head coaches to the members of their |
30 | teams on the dangers of steroid use. |
31 | 3. Inclusion of a prohibition against steroid use in the |
32 | student code of conduct. |
33 | 4. Inclusion of steroid effects in drug suspicion |
34 | criteria. |
35 | (f) The organization shall adopt bylaws requiring |
36 | adherence to the Florida Coaches Code of Ethics, including |
37 | penalties for noncompliance. The Florida Coaches Code of Ethics |
38 | shall be developed by October 1, 2005. |
39 | Section 2. Not later than October 1, 2005, the Florida |
40 | High School Athletic Association shall make recommendations to |
41 | the Speaker of the House of Representatives and the President of |
42 | the Senate for a pilot drug testing program to test for |
43 | performance-enhancing drugs. The pilot program must involve |
44 | statewide testing of a random sample of the student athletes in |
45 | a selected sport. |
46 | Section 3. This act shall take effect September 1, 2005. |
