6An act relating to student athletics; amending s. 1006.20,
7F.S.; requiring the Florida High School Athletic
8Association to adopt bylaws relating to steroid use and
9the adherence to a coaches code of ethics; requiring
10development of such code; requiring the Florida High
11School Athletic Association to make recommendations for a
12pilot drug testing program to test for performance-
13enhancing drugs; providing an effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Paragraphs (e) and (f) are added to subsection
18(2) of section 1006.20, Florida Statutes, to read:
19     1006.20  Athletics in public K-12 schools.--
20     (2)  ADOPTION OF BYLAWS.--
21(e)  The organization shall adopt bylaws in consultation
22with the Florida School Boards Association and the Florida
23Association of District School Superintendents specifying that,
24in order to qualify for membership in the organization, a school
25must abide by district school board procedure or private school
26procedure that requires:
27     1.  Instruction in physical education or health classes on
28the dangers of steroid use.
29     2.  Instruction by head coaches to the members of their
30teams on the dangers of steroid use.
31     3.  Inclusion of a prohibition against steroid use in the
32student code of conduct.
33     4.  Inclusion of steroid effects in drug suspicion
34criteria.
35     (f)  The organization shall adopt bylaws requiring
36adherence to the Florida Coaches Code of Ethics, including
37penalties for noncompliance. The Florida Coaches Code of Ethics
38shall be developed by October 1, 2005.
39     Section 2.  Not later than October 1, 2005, the Florida
40High School Athletic Association shall make recommendations to
41the Speaker of the House of Representatives and the President of
42the Senate for a pilot drug testing program to test for
43performance-enhancing drugs. The pilot program must involve
44statewide testing of a random sample of the student athletes in
45a selected sport.
46     Section 3.  This act shall take effect September 1, 2005.
