| 11 | Be It Enacted by the Legislature of the State of Florida: |
| 12 |
|
| 13 | Section 1. Paragraphs (e) and (f) are added to subsection |
| 14 | (2) of section 1006.20, Florida Statutes, to read: |
| 15 | 1006.20 Athletics in public K-12 schools.-- |
| 16 | (2) ADOPTION OF BYLAWS.-- |
| 17 | (e) The organization shall adopt bylaws in consultation |
| 18 | with the Florida School Boards Association and the Florida |
| 19 | Association of District School Superintendents specifying that, |
| 20 | in order to qualify for membership in the organization, a school |
| 21 | must abide by district school board procedure or private school |
| 22 | procedure that requires: |
| 23 | 1. Instruction in physical education or health classes on |
| 24 | the dangers of steroid use. |
| 25 | 2. Instruction by head coaches to the members of their |
| 26 | teams on the dangers of steroid use. |
| 27 | 3. Inclusion of a prohibition against steroid use in the |
| 28 | student code of conduct. |
| 29 | 4. Inclusion of steroid effects in drug suspicion |
| 30 | criteria. |
| 31 | (f) The organization shall adopt bylaws requiring |
| 32 | adherence to the Florida Coaches Code of Ethics, including |
| 33 | penalties for noncompliance. The Florida Coaches Code of Ethics |
| 34 | shall be developed by October 1, 2005. |
| 35 | Section 2. Not later than October 1, 2005, the Florida |
| 36 | High School Athletic Association shall make recommendations to |
| 37 | the Speaker of the House of Representatives and the President of |
| 38 | the Senate for a pilot drug testing program to test for |
| 39 | performance-enhancing drugs. The pilot program must involve |
| 40 | statewide testing of a random sample of the student athletes in |
| 41 | a selected sport. |
| 42 | Section 3. This act shall take effect September 1, 2005. |
