11 The Committee on Ways and Means (Pruitt) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 13, lines 13 through 23, delete those lines
16
17 and insert:
18 (a) The General Revenue Fund shall consist of all
19 moneys received by the state from every source whatsoever,
20 except as provided in paragraphs (b) and (c). Such moneys
21 shall be expended pursuant to General Revenue Fund
22 appropriations acts, or transferred as provided in paragraph
23 (c), or maintained as unallocated general revenue.
24 Unallocated general revenue shall be considered the working
25 capital balance of the state and shall consist of moneys in
26 the General Revenue Fund that are in excess of the amount
27 needed to meet General Revenue Fund appropriations for the
28 current fiscal year. Annually, at least 5 percent of the
29 estimated increase in General Revenue Fund receipts for the
30 upcoming fiscal year over the current year General Revenue
31 Fund effective appropriations shall be appropriated for

1 state-level capital outlay, including infrastructure
2 improvement and general renovation, maintenance, and repairs.
