11  The Committee on Ways and Means (Pruitt) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 66, line 18 through page 67, line 28, delete
16  all of those lines

18  and insert:  
19         (b)  For information technology projects designated in
20  the General Appropriations Act, a detailed operational work
21  plan must be approved by the Executive Office of the Governor
22  for executive branch agencies and the Chief Justice for
23  judicial branch entities, in consultation with the legislative
24  appropriations committees, prior to the release or transfer of
25  funds or positions, or the increase of spending authority.
26  Each agency shall submit a detailed operational work plan to
27  the chairs of the legislative appropriations committees and
28  the Executive Office of the Governor for executive branch
29  agencies and the Chief Justice for judicial branch entities.
30  The operational work plan shall include the following

A project charter that describes the business 2 objectives and expected outcomes to be attained and specifies 3 planned project milestones and deliverables. 4 2. A work breakdown structure that summarizes all 5 tasks required to complete the project. 6 3. A resource-loaded project schedule and a spending 7 plan. 8 4. A description of the project organization and the 9 roles and responsibilities of the project participants. 10 5. A description of the processes and procedures that 11 will be used to identify and manage the project's risks and to 12 manage changes in the requirements of the project. 13 14 Upon approval of the operational work plan, the agency is 15 authorized to request the release of funds and positions 16 pursuant to chapter 216 and in a manner consistent with the 17 spending plan component of the operational work plan. Funds 18 or positions released for the information technology project 19 may not exceed the amount identified in the approved 20 operational work plan. Operational work plans shall be updated 21 as required in the General Appropriations Act. 22 (c) The agency shall submit to the chairs of the 23 legislative appropriations committees, and to the Executive 24 Office of the Governor for executive branch agencies, or the 25 Chief Justice for judicial entities branch, project status 26 reports comparing the planned progress of the project as 27 specified in the operational work plan versus the actual 28 progress made to date, the actual completion dates, and the 29 actual costs incurred. The status reports shall also describe 30 the planned project milestones, deliverables, and expenditures 31 for the next reporting period; the current issues requiring 2 10:51 AM 03/30/05 s2610.wm28.004
