11  The Committee on Education (Webster) recommended the following
12  amendment:

14         Senate Amendment 
15         On page 6, lines 3 through 8, delete those lines,
16  
17  and insert:  local government. A petition filed by an
18  individual shall include those items required by the uniform
19  rules adopted under s. 120.54(5). The university may, during
20  the pendency of a challenge, negotiate and execute a campus
21  development agreement as provided in subsection (11).
