2 An act relating to chiropractic education;
3 amending s. 400.9905, F.S.; exempting clinical
4 facilities affiliated with certain chiropractic
5 colleges from certain regulations; creating s.
6 460.4063, F.S.; authorizing chiropractic
7 college-based internship programs; providing
8 registration requirements and program
9 requirements; prescribing fees; providing an
10 effective date.

12 Be It Enacted by the Legislature of the State of Florida:
13
14 Section 1. Paragraph (j) is added to subsection (4) of
15 section 400.9905, Florida Statutes, to read:
16 400.9905 Definitions.--
17 (4) "Clinic" means an entity at which health care
18 services are provided to individuals and which tenders charges
19 for reimbursement for such services, including a mobile clinic
20 and a portable equipment provider. For purposes of this part,
21 the term does not include and the licensure requirements of
22 this part do not apply to:
23 (j) Clinical facilities affiliated with a college of
24 chiropractic accredited by the Council on Chiropractic
25 Education at which training is provided for chiropractic
26 students.
27 Section 2. Section 460.4063, Florida Statutes, is
28 created to read:
29 460.4063 Chiropractic college-based internship
30 programs; registration of interns.--

1 (1) Chiropractic students may participate in
2 internship programs based in clinics associated with colleges
3 of chiropractic accredited by the Council on Chiropractic
4 Education. Such chiropractic college-based internships are an
5 alternative to community-based internships.
6 (2) Any person seeking to participate as an intern in
7 a chiropractic college-based internship program must apply to
8 the department and remit a fee not to exceed $100 set by the
9 board. The department shall register any applicant who the
10 board certifies:
11 (a) Is at least 21 years of age;
12 (b) Has not committed any act or offense in any
13 jurisdiction which would constitute the basis for disciplinary
14 action under this chapter or chapter 456.
15 (c) Is not currently under investigation in any
16 jurisdiction for an act or offense that would constitute the
17 basis for disciplinary action under this chapter or chapter
18 456.
19 (3) Registration is valid for 1 year and may be
20 renewed upon payment of a renewal fee of not more than $100
21 set by the board.
22 (4) A student may register only with a program that
23 has been approved by the board. The board shall approve a
24 program that meets the following requirements:
25 (a) The program must meet current Council on
26 Chiropractic Education standards for consumer protection.
27 (b) The program must be an established component of
28 the curriculum offered by the college of chiropractic.
29 (c) Interns who participate in the program must have
30 met all requirements for internship established by the Council
31 on Chiropractic Education.

1 (d) The program must provide for supervision of
2 interns by full-time or adjunct faculty members, pursuant to a
3 supervision plan submitted by the college and approved by the
4 board. The plan shall specify procedures that may be performed
5 by interns, the degree of supervision of each intern required,
6 the number of interns which may be supervised by one faculty
7 member, the qualifications required for faculty members to
8 participate in the program, the legal liability for the acts
9 or omissions of an intern, and other matters required by board
10 rule.
11 (5) A college of chiropractic that operates a
12 college-based internship program must annually provide to the
13 board the names and license or certificate numbers of all
14 faculty members participating in the program.
15 (6) The board shall adopt rules to administer this
16 section.
17 Section 3. This act shall take effect upon becoming a
18 law.
