3     Amendment to Amendment (521969) (with title amendment)
4Between lines 406 and 407, insert:
5     Section 3.  Subsection (1) of section 11.062, Florida
6Statutes, is amended, current subsection (2) is redesignated as
7subsection (3), and a new subsection (2) is added to said
8section, to read:
9     11.062  Use of public state funds for lobbying prohibited;
10penalty.--
11     (1)  No funds, exclusive of salaries, travel expenses, and
12per diem, appropriated to, or otherwise available for use by,
13any executive, quasi-executive judicial, or quasi-judicial
14department shall be used by any public state employee or other
15person for lobbying purposes, which shall include the cost for
16publication and distribution of each publication used in
17lobbying; other printing; media; advertising, including
18production costs; postage; entertainment; and telephone and
19telegraph. For purposes of this section, the term "quasi-
20executive department" includes any entity that is created by
21state law and funded primarily by state funds. Any public state
22employee of any executive, judicial, or quasi-judicial
23department who violates the provisions of this section shall
24have deducted from her or his salary the amount of state moneys
25spent in violation of this section.
26     (2)  Any lobbyist for any public entity shall disclose to
27the Commission on Ethics the dollar amount of the employment or
28contract agreement in a statement issued to the commission no
29later than July 1 of each year.
