1 A bill to be entitled
2 An act relating to the Homosassa Special Water
3 District, Citrus County; providing for
4 annexation of specified areas; requiring a
5 referendum; providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:
8
9 Section 1. Extension of district boundaries; Area A.--
10 (1) The Homosassa Special Water District shall call
11 for a referendum no later than December 30, 2005, in
12 accordance with provisions of law relating to elections
13 currently in force. The purpose of said referendum shall be to
14 determine whether the lands within Area A as described below
15 will be included within the territorial limits of the
16 district. Only those registered voters residing within Area A
17 and only those registered voters residing within the existing
18 territorial limits of the district may vote in said
19 referendum.
20 (2) The legal description of Area A is as follows:

22 The SE quarter of the NE quarter of Section 16,
23 Township 19 South, Range 17 East.

25 (3) If the majority of the voters residing within Area
26 A and a majority of voters residing within the territorial
27 limits of the district voting in the referendum as provided in
28 subsection (1) determine that the lands described in
29 subsection (2) should be included within the territorial
30 limits of the district, said lands shall be included within

1 the district boundaries 10 days following the date of the
2 referendum.
3 Section 2. Extension of district boundaries; Area B.--
4 (1) The Homosassa Special Water District shall call
5 for a referendum no later than December 30, 2005, in
6 accordance with provisions of law relating to elections
7 currently in force. The purpose of said referendum shall be to
8 determine whether the lands within Area B as described below
9 will be included within the territorial limits of the
10 district. Only those registered voters residing within Area B
11 and only those registered voters residing within the existing
12 territorial limits of the district may vote in said
13 referendum.
14 (2) The legal description of Area B is as follows:

16 SPRING GARDENS Subdivision as described in Plat
17 Book 11, Page 98, Public Records of Citrus
18 County, Florida.

20 (3) If the majority of the voters residing within Area
21 B and a majority of voters residing within the territorial
22 limits of the district voting in the referendum as provided in
23 subsection (1) determine that the lands described in
24 subsection (2) should be included within the territorial
25 limits of the district, said lands shall be included within
26 the district boundaries 10 days following the date of the
27 referendum.

5 and only those registered voters residing within the existing
6 territorial limits of the district may vote in said
7 referendum.
8 (2) The legal description of Area C is as follows:

10 Begin at a point on the West line of Section
11 23, Township 19 South, Range 17 East, said
12 point being the intersection of said West line
13 and the W'LY extension of the North line of
14 Block 178 as shown on the plat of Unit 4 of
15 Homosassa as recorded in Plat Book 1, Page 46,
16 Public Records Of Citrus County, Florida,
17 thence E'LY and NE'LY along the North line of
18 Blocks 178, 179, 182 & 181 as shown on said
19 Plat, to the intersection of the E'LY extension
20 of the North line of said Block 181 and the
21 East line of said Plat, said line also being
22 the West line of Homosassa Highlands as
23 recorded in Plat Book 7, Page 33, Public
24 Records Of Citrus County, Florida, thence N'LY
25 along said West line to the intersection of the
26 South line of Lot 10 of said Plat, thence E'LY
27 along said South line to the SE corner of said
28 Lot, then S'LY along the East line of Lot 9 of
29 said plat to the intersection of the W'LY
30 extension of Lot 27 of said Plat, thence E'LY
31 along the North line of said Lot and the North

1 line of Lots 23, 24, 25, & 26 of said plat to
2 the intersection of the E'LY extension of the

6 in OR Book 1459, Page 143, Public Records Of
7 Citrus County, Florida, thence E'LY and S'LY

6 most E'LY corner of said Lot 1, thence continue
7 SW'LY, NW'LY and SE'LY along the SE'LY line of

9 (3) If the majority of the voters residing within Area
10 C and a majority of voters residing within the territorial
11 limits of the district voting in the referendum as provided in
12 subsection (1) determine that the lands described in
13 subsection (2) should be included within the territorial
14 limits of the district, said lands shall be included within
15 the district boundaries 10 days following the date of the
16 referendum.
17 Section 4. Sections 1, 2, and 3 of this act shall take
18 effect only upon their approval by a majority vote of those
19 qualified electors authorized under such sections and voting
20 in a referendum election to be called by the Homosassa Special
21 Water District to be held before December 30, 2005, in
22 accordance with the provisions of law relating to elections
23 currently in force, except that this section shall take effect
24 upon becoming a law.
