  1                    Senate Resolution No. ____

  2         A resolution recognizing April 20, 2005, as

  3         "Florida Institute of Certified Public

  4         Accountants Day" in Florida.

  5  

  6         WHEREAS, on April 20, 1905, the Florida Society of

  7  Accountants, now the Florida Institute of Certified Public

  8  Accountants (FICPA), was formed in order to uphold the highest

  9  educational and ethical standards of the accounting profession

10  while ensuring its continued growth and success, and

11         WHEREAS, from 1905, when legislative efforts of the

12  society resulted in Governor Napoleon Bonaparte Broward's

13  signing of Florida's first accountancy law, through 2004, when

14  the FICPA supported legislation relating to licensure and a

15  mandatory ethics course, the organization has worked to

16  promote the highest standards of professionalism and to

17  protect the needs of the general public, and

18         WHEREAS, in 1979, the FICPA successfully supported

19  legislation that, in 1983, enabled Florida to become the first

20  major state to implement the 150-hour education requirement

21  for CPA candidates to further ensure that the public receives

22  the services of educated, tested, and licensed professionals,

23  and

24         WHEREAS, in 1992, the FICPA sought support from the

25  Florida Legislature to create the Division of Certified Public

26  Accounting, and

27         WHEREAS, the FICPA has gone to great lengths to assist

28  in the establishment and, since 1992, the funding of an

29  unlicensed activity public awareness campaign that has

30  resulted in the equivalent of $11 million in airtime, through

 1  $1.65 million of CPA license fees, developed to protect the

 2  public from illegal activities, and

 3         WHEREAS, the FICPA established an educational

 4  foundation in 1959 which has distributed more than $1.7

 5  million in scholarships to accounting students and

 6  universities and has created a High School Coordinators

 7  program that has placed 660 volunteer certified public

 8  accountants in over 585 high schools in Florida to encourage

 9  students to consider a career in accounting, and

10         WHEREAS, in 1998, in order to assist minority students

11  in completing their fifth year of college accounting

12  education, the FICPA sought legislation that created the

13  Minority Scholarship Program, funded solely by CPA license

14  fees, that has awarded $408,000 to 79 students; and in that

15  same year, in an effort to encourage rising minority students

16  to explore career opportunities in business, finance, or

17  accounting, the FICPA created a Minority Summer Residency

18  Program to enable high school seniors to spend a week on a

19  college campus, and

20         WHEREAS, in 1998, the FICPA worked cooperatively in a

21  public-private partnership with the Florida Department of

22  Revenue to create the Certified Audit Program, which, since

23  1999, has recovered over $6.9 million in underpaid taxes to

24  the state, NOW, THEREFORE,

25  

26  Be It Resolved by the Senate of the State of Florida:

27  

28         That the Senate, in honor of the 100-year anniversary

29  of the FICPA, recognizes April 20, 2005, as "Florida Institute

30  of Certified Public Accountants Day" in Florida.

 1         BE IT FURTHER RESOLVED that a copy of this resolution

 2  be presented to Lloyd "Buddy" Turman, Chief Executive Officer

 3  and Executive Director of the FICPA, as a tangible token of

 4  the sentiments of the Florida Senate.
