  1                    Senate Resolution No. ____

  2         A resolution commending Florida's Healthy Start

  3         coalitions and recognizing April 19, 2005, as

  4         "Healthy Start Day."

  5  

  6         WHEREAS, there are 32 Healthy Start coalitions

  7  throughout the state, each charged with reducing infant

  8  mortality, and these coalitions have played a large part in

  9  improving Florida's rank in infant mortality, which has

10  dropped from 48th to 33rd, in the nation, and

11         WHEREAS, Healthy Start coalitions, comprised of

12  community volunteers who are uniquely positioned to assess and

13  respond to maternal and infant health needs and to direct

14  funding toward services that address those needs, have created

15  a seamless system of care that benefited more than 174,126

16  mothers and babies in Florida in Fiscal Year 2003-2004, and

17         WHEREAS, in 2003-2004, Healthy Start coalitions

18  collectively leveraged more than $21 million, including 11,575

19  volunteer hours and $2,615,038 of in-kind services and

20  resources, cash, grants, and projects related to maternal and

21  infant health, and drew down almost $16.5 million in federal

22  funding, NOW, THEREFORE,

24  Be It Resolved by the Senate of the State of Florida:

25  

26         That the Senate pauses in its deliberations to applaud

27  the outstanding efforts of and recognize the remarkable

28  benefits afforded to the children and families of Florida by

29  the state's dedicated Healthy Start coalitions and to

30  recognize April 19, 2005, as "Healthy Start Day" in Florida.
