1 Senate Resolution No. ____
2 A resolution recognizing Officer Robert Francis
3 Grim, Sr., who died in the line of duty on
4 November 13, 2004, after a lifetime of
5 dedicated service as a police officer and
6 police chief in Volusia County.

8 WHEREAS, Robert Francis Grim, Sr., was born on December
9 7, 1943, in Allentown, Pennsylvania, and moved to Florida
10 following his service in the U.S. Army, and
11 WHEREAS, after graduating from the Daytona Police
12 Academy, he went on to earn his Bachelor's Degree in Criminal
13 Justice from the University of Central Florida and began a
14 lifetime career of dedicated service as a police officer in
15 Volusia County, and
16 WHEREAS, Officer Grim was deeply passionate about the
17 safety of his community and was selected to serve as the
18 state's first school resource officer, creating and
19 establishing the program that continues to be modeled
20 throughout the state today, and
21 WHEREAS, he also organized 28 new neighborhood watch
22 units, leading to the creation of a Residential Security Check
23 System; developed a "Stranger Danger" and Bicycle Safety
24 Program for the schools; and taught D.A.R.E. to many
25 elementary school children, and
26 WHEREAS, as a Volusia County Sheriff's Deputy, Officer
27 Grim developed and organized Crime Stoppers in Volusia County
28 into a successful, nonprofit citizen-based organization, and
29 produced, wrote, and directed crime scene reenactments as
30 public service announcements on television and radio, and

1 WHEREAS, in 1997, Officer Grim was selected as Chief of
2 Police of the Daytona Beach International Airport Police
3 Department, leading a full-service police department, and, in
4 July 2003, joined the Ormond Beach Police Department,
5 continuing his community involvement and dedication to public
6 safety, and
7 WHEREAS, Officer Grim's courage, dedication, and
8 innovative leadership led to his recognition in a Commendation
9 for Bravery and to his being named Jaycee Law Enforcement
10 Officer of the Year and Elks Law Enforcement Officer of the
11 Year, and
12 WHEREAS, Officer Robert Grim was killed in the line of
13 duty on November 13, 2004, ending an exemplary career in
14 public service, NOW, THEREFORE,

16 Be It Resolved by the Senate of the State of Florida:
17
18 That the Senate recognizes and commends the
19 achievements, contributions, and sacrifices of Officer Robert
20 Francis Grim, Sr., and extends its heartfelt sympathy to his
21 wife, Linda, their children, and other family members.
