| 4 | Between lines 821 and 822, insert: |
| 5 | Section 2. In order to mitigate the impact of rates on |
| 6 | low-income electric ratepayers, each electric utility that |
| 7 | recovers storm recovery costs through storm recovery bonds as |
| 8 | provided in s. 366.8260, Florida Statutes, shall remit to the |
| 9 | Department of Community Affairs, for the time period the utility |
| 10 | is collecting a storm recovery charge authorized under s. |
| 11 | 366.8260, Florida Statutes, 1 percent of the annual storm |
| 12 | recovery charge, as defined in s. 366.8260, Florida Statutes, |
| 13 | collected pursuant to the terms of the financing order provided |
| 14 | for under s. 366.8260,, Florida Statutes. The utility shall |
| 15 | remit the funds to the department on a quarterly basis and the |
| 16 | department shall deposit such funds into the Low Income Home |
| 17 | Energy Assistance Program Block Grant Trust Fund. The funds |
| 18 | received shall be allocated by the department using the same |
| 19 | funding formula that the department uses to distribute funds |
| 20 | pursuant to the Low Income Home Energy Assistance Program |
| 21 | received from the United States Department of Health and Human |
| 22 | Services pursuant to 42 U.S.C. ss. 8621-8629. The funds shall be |
| 23 | used to mitigate the rate impact to low-income electric |
| 24 | ratepayers who qualify for assistance under the Low Income Home |
| 25 | Energy Assistance Program. |
