3     Amendment (with title amendment)
4     Between lines 821 and 822, insert:
5     Section 2.  In order to mitigate the impact of rates on
6low-income electric ratepayers, each electric utility that
7recovers storm recovery costs through storm recovery bonds as
8provided in s. 366.8260, Florida Statutes, shall remit to the
9Department of Community Affairs, for the time period the utility
10is collecting a storm recovery charge authorized under s.
11366.8260, Florida Statutes, 1 percent of the annual storm
12recovery charge, as defined in s. 366.8260, Florida Statutes,
13collected pursuant to the terms of the financing order provided
14for under s. 366.8260,, Florida Statutes. The utility shall
15remit the funds to the department on a quarterly basis and the
16department shall deposit such funds into the Low Income Home
17Energy Assistance Program Block Grant Trust Fund. The funds
18received shall be allocated by the department using the same
19funding formula that the department uses to distribute funds
20pursuant to the Low Income Home Energy Assistance Program
21received from the United States Department of Health and Human
22Services pursuant to 42 U.S.C. ss. 8621-8629. The funds shall be
23used to mitigate the rate impact to low-income electric
24ratepayers who qualify for assistance under the Low Income Home
25Energy Assistance Program.
