  1                      A bill to be entitled

  2         An act relating to reporting on outsourcing

  3         contracts; creating s. 287.0815, F.S.; defining

  4         the term "outsourcing contract"; requiring the

  5         Department of Management Services to produce a

  6         monthly report on agency outsourcing contracts

  7         and subcontracts; requiring that certain

  8         information be included in the reports;

  9         requiring the department to make the reports

10         available to the public on the departmental

11         website; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Section 287.0815, Florida Statutes, is

16  created to read:

17         287.0815  Reporting of outsourcing contracts.--

18         (1)  As used in this section, the term "outsourcing

19  contract" means a contractual relationship between an agency

20  and a private entity for the provision, in whole or in part,

21  of a public function or public responsibility.

22         (2)  Beginning October 1, 2005, and monthly thereafter,

23  the department shall produce a report that lists each

24  outsourcing contract and any subcontracts for each agency;

25  identifies the name, legal domicile, and principal place of

26  business of each contractor and subcontractor; identifies the

27  physical locations where contractual services required under

28  the outsourcing contract and subcontracts are being performed;

29  and identifies the contract price under each outsourcing

30  contract and subcontract. The department shall make the report

31  available to the public through the departmental website.
