12 (Peaden) recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, lines 21 through 27, delete those lines
16
17 and insert: person's date of birth. Failure to provide a
18 social security number for this purpose may not be grounds to
19 deny any services, rights, or remedies otherwise provided by
20 law. To implement a unique identifier, the Supreme Court may
21 require the revision of only those information technology
22 systems that are directly operated and funded by the state
23 court system.
24 Section 2. In order for the Legislature to set a
25 statewide policy on the creation, maintenance, and use of a
26 statewide unique personal identifier by the state court
27 system, the Supreme Court, the Criminal and Juvenile Justice
28 Information System Council, the Article V Technology Board,
29 and the Florida Association of State Court Clerks shall make
30 recommendations to the Governor, the President of the Senate,
31 and the Speaker of the House of Representatives by January 2,

1 2006, for establishing and implementing a unique personal
2 identifier. These recommendations should address the method
3 and responsibility for establishing the unique personal
4 identifier, the costs associated with implementing such
5 identifier, and the extent to which such efforts should be
6 coordinated with efforts that are underway at state and
7 federal agencies. Recommendations should also address the
8 fiscal impact of implementing a unique personal identifier on
9 the court system, the clerks of court, the counties, state
10 attorneys, public defenders, local and state law enforcement
11 agencies, and other related state agencies. This section
12 expires July 1, 2006.

19 On page 1, line 6, after the semicolon

21 insert:
22 requiring the Supreme Court, the Criminal and
23 Juvenile Justice Information System Council,
24 the Article V Technology Board, and the Florida
25 Association of State Court Clerks to provide
26 recommendations regarding a personal identifier
27 relating to individuals and families within the
28 court system;
