11  Senator Bennett moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 134, between lines 11 and 12,
15  
16  insert:  
17         Section 31.  Beginning in fiscal year 2005-2006, the
18  Department of Transportation shall allocate sufficient funds
19  to implement the provisions relating to transportation in this
20  act. The department shall amend the tentative work program for
21  2005-2006. Before amending the tentative work program, the
22  department shall submit a budget amendment pursuant to section
23  339.135(7), Florida Statutes. Notwithstanding the provisions
24  of section 216.301(1), Florida Statutes, the funds
25  appropriated from general revenue to the State Transportation
26  Trust Fund in this act shall not revert at the end of fiscal
27  year 2005-2006.
28         Section 32.  The Legislature finds that planning for
29  and adequately funding infrastructure is critically important
30  for the safety and welfare of the residents of Florida.
31  Therefore, the Legislature finds that the provisions of this
