15 Delete everything after the resolving clause

17 and insert:
18 That the following amendment to Section 3 of Article XI
19 of the State Constitution is agreed to and shall be submitted
20 to the electors of this state for approval or rejection at the
21 next general election or at an earlier special election
22 specifically authorized by law for that purpose:
23 ARTICLE XI
24 AMENDMENTS
25 SECTION 3. Initiative.--
26 (a) The power to propose the revision or amendment of
27 any portion or portions of this constitution by initiative is
28 reserved to the people, provided that, any such revision or
29 amendment, except for those limiting the power of government
30 to raise revenue, shall embrace but one subject and matter
31 directly connected therewith. The amendment or revision must

1 also:
2 (1) amend an existing article of this constitution on
3 the same subject and matter, except that any proposed
4 amendment or revision of Article X must amend or repeal an
5 existing section of that article on the same subject and
6 matter;
7 (2) address a basic or fundamental right of a citizen
8 of this state; or
9 (3) change the basic structure of state government as
10 established in Article II, Article III, Article IV, or Article
11 V of this constitution.
12 (b) The initiative power It may be invoked by filing
13 with the custodian of state records a petition containing a
14 copy of the proposed revision or amendment, signed by a number
15 of electors in each of one half of the congressional districts
16 of the state, and of the state as a whole, equal to eight
17 percent of the votes cast in each of such districts
18 respectively and in the state as a whole in the last preceding
19 election in which presidential electors were chosen.
20 BE IT FURTHER RESOLVED that the following statement be
21 placed on the ballot:
22 CONSTITUTIONAL AMENDMENT
23 ARTICLE XI, SECTION 3
24 CONSTITUTIONAL AMENDMENTS AND REVISIONS PROPOSED BY
25 INITIATIVE.--Proposing an amendment to the State Constitution
26 to require that a constitutional amendment or revision
27 proposed by initiative amend an existing article of this
28 constitution on the same subject and matter, except that any
29 proposed amendment or revision of Article X must amend or
30 repeal an existing section of that article on the same subject
31 and matter; address a basic or fundamental right of a citizen
