14 On page 41, between lines 26 and 27,

16 insert:
17 Section 14. Medicaid Physician Upper-Payment-Limit
18 Council.--
19 (1) The Agency for Health Care Administration shall
20 create a Medicaid Physician Upper-Payment-Limit Council.
21 (2) The purpose of the council is to study and make
22 recommendations regarding:
23 (a) Enhanced Medicaid funding through the Special
24 Medicaid Payment Program.
25 (b) The federal status of the Medicaid
26 Upper-Payment-Limit funding option.
27 (3) The council shall include representatives of the
28 Executive Office of the Governor; representatives of the
29 Agency for Health Care Administration; and representatives of
30 the colleges of medicine that participate in the Medicaid
31 Physician Upper-Payment-Limit Program, including the

1 University of Florida College of Medicine, the University of
2 Miami College of Medicine, and the University of South Florida
3 College of Medicine.
4 (4) The council shall submit its findings and
5 recommendations to the Governor and the Legislature no later
6 than December 1 of each year.

15 insert:

20 membership; requiring that the council annually
21 submit its findings and recommendations to the
22 Governor and the Legislature;
