1 A bill to be entitled
2 An act relating to employee benefits; providing
3 for the resolution of certain collective
4 bargaining issues at impasse between the State
5 of Florida and certified bargaining units of
6 state employees; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. All economic collective bargaining issues
11 at impasse for the 2005-2006 fiscal year between the State of
12 Florida and the legal representatives of the certified
13 bargaining units for state employees shall be resolved
14 pursuant to the instructions provided in Senate Bill 2600
15 (2005 Regular Session) and the relevant provisions of any
16 legislation enacted to implement Senate Bill 2600.
17 Section 2. All noneconomic collective bargaining
18 issues at impasse for the 2005-2006 fiscal year between the
19 State of Florida and the legal representatives of the
20 certified bargaining units for state employees shall be
21 resolved consistent with the personnel rules in effect on
22 March 8, 2005, and the relevant provisions of any legislation
23 modifying the terms and conditions of state employment.
24 Section 3. This act shall take effect upon becoming a
25 law.

1 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
2 Senate Bill 424

4 The committee substitute provides that the collective
bargaining economic issues at impasse for state employees
5 shall be resolved in the general appropriations act and the
collective bargaining noneconomic issues shall be resolved
6 pursuant to the current personnel rules.
