13         Senate Amendment (with title amendment) 
14         On page 44, between lines 3 and 4,
15  
16  insert:
17         Section 9.  Section 373.1135, Florida Statutes, is
18  created to read:
19         373.1135  Small business program.--Each water
20  management district, as created in this chapter, may implement
21  a small business program designed to help small businesses,
22  including those owned by women and minorities, participate in
23  district procurement and contract activities. The purpose of
24  the program is to spur economic development and support small
25  businesses, including those owned by women and minorities, to
26  successfully expand in the marketplace.  Program specifics
27  shall be provided by rule pursuant to s. 373.113.
