18 and insert:
19 (6)(a) The statewide funds provided pursuant to the
20 Water Protection and Sustainability Program serve to
21 supplement existing water management district or basin board
22 funding for alternative water supply development assistance
23 and should not result in a reduction of such funding.
24 Therefore, the water management districts shall include, in
25 the annual tentative and adopted budget submittals required
26 under this chapter the amount of funds allocated for water
27 resource development that supports alternative water supply
28 development and the funds allocated for alternative water
29 supply projects selected for inclusion in the Water Protection
30 and Sustainability Program. It shall be the goal of each water
31 management district and basin boards that the combined funds

1 allocated annually for these purposes be, at a minimum, the
2 equivalent of 25 percent of the state funding provided to the
3 water management district for alternative water supply
4 development. If this goal is not achieved, the water
5 management district shall provide in the budget submittal an
6 explanation of the reasons or constraints that prevent this
7 goal from being met.
8 (b) State funds from the Water Protection and
9 Sustainability Program created in s. 403.890 shall be made
10 available for financial assistance for the project
11 construction costs of alternative water supply development
12 projects selected by a water management district governing
13 board for inclusion in the program.
