11  Senator Fasano moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 43, between lines 9 and 10,
15  
16  insert:  
17         Section 26.  Paragraph (d) is added to subsection (10)
18  of section 334.044, Florida Statutes, to read:
19         334.044  Department; powers and duties.--The department
20  shall have the following general powers and duties:
21         (10)
22         (d)1.  Pavement type selection design standards and
23  criteria developed and adopted by the department pursuant to
24  s. 336.045(1) for all lanes on the Florida Intrastate Highway
25  System shall be based on the latest edition of the Pavement
26  Design Guide or Design Guide Supplement approved by the
27  American Association of State Highway and Transportation
28  Officials.
29         2.  The life cycle cost analysis used in the
30  department's pavement type selection process shall be
31  separated according to the type of pavement system, so that

 1  interstate projects shall be evaluated only with existing
 2  interstate facilities, projects on the Florida Intrastate
 3  Highway System shall be evaluated only in the existing
 4  facilities of that system, and other facilities shall be
 5  evaluated only with existing facilities of the same system.
 6  The pavement performance life for a facility being analyzed on
 7  any pavement system shall be compared with the weighted
 8  performance life of existing similar facilities on the same
 9  system.

19         amending s. 334.044, F.S.; adopting standards
20         to be used by the Department of Transportation
21         in adopting certain design standards; providing
22         that certain analyses used by the department in
23         its pavement type selection process be grouped
24         by type of highway system;
