11  Senator Fasano moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 43, between lines 9 and 10,
15  
16  insert:  
17         Section 26.  Paragraph (d) is added to subsection (10)
18  of section 334.044, Florida Statutes, to read:
19         334.044  Department; powers and duties.--The department
20  shall have the following general powers and duties:
21         (10)
22         (d)  Pavement design standards and criteria for the
23  selection of pavement type for all lanes on the Florida
24  Intrastate Highway System, which standards and criteria have
25  been developed and adopted by the department pursuant to s.
26  336.045(1), shall be based on the most current edition of the
27  Pavement Design Guide or Design Guide Supplement approved by
28  the American Association of State Highway and Transportation
29  Officials.
30         2.  The life-cycle cost analysis used in the
31  department's pavement-type selection process shall be

 1  separated according to pavement system; that is, interstate
 2  projects shall be evaluated only in comparison to existing
 3  interstate facilities. Similarly, the projects on the Florida
 4  Intrastate Highway System shall be evaluated only in
 5  comparison to existing Florida Intrastate Highway System
 6  facilities. The pavement performance life for a facility being
 7  analyzed on any pavement system shall be compared with the
 8  weighted performance life of existing similar facilities on
 9  the system, whether interstate, Florida Intrastate Highway
10  System, or non-Florida Intrastate Highway System.
