14         Senate Amendment (with title amendment) 
15         On page 8, line 26 through page 10, line 2, delete
16  those lines

18  and insert:
19         Section 8.  Subsections (30), (33), and (56) of section
20  320.08058, Florida Statutes, are amended to read:
21         320.08058  Specialty license plates.--
22         (30)  CHOOSE LIFE LICENSE PLATES.--
23         (a)  The department shall develop a Choose Life license
24  plate as provided in this section. The word "Florida" must
25  appear at the bottom of the plate, and the words "Choose Life"
26  must appear at the top of the plate.
27         (b)  The annual use fees shall be distributed annually
28  to each county in the ratio that the annual use fees collected
29  by each county bears to the total fees collected for the
30  plates within the state. Each county shall distribute the
31  funds to nongovernmental, not-for-profit agencies within the

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. CS for SB 454 Barcode 953742 1 county, which agencies' services are limited to counseling and 2 meeting the physical needs of pregnant women who are committed 3 to placing their children for adoption. Funds may not be 4 distributed to any agency that is involved or associated with 5 abortion activities, including counseling for or referrals to 6 abortion clinics, providing medical abortion-related 7 procedures, or proabortion advertising, and funds may not be 8 distributed to any agency that charges women for services 9 received. 10 1. Agencies that receive the funds must use at least 11 70 percent of the funds to provide for the material needs of 12 pregnant women who are committed to placing their children for 13 adoption, including clothing, housing, medical care, food, 14 utilities, and transportation. Such funds may also be expended 15 on infants awaiting placement with adoptive parents. 16 2. The remaining funds may be used for adoption, 17 counseling, training, or advertising, but may not be used for 18 administrative expenses, legal expenses, or capital 19 expenditures. 20 3. Each agency that receives such funds must submit an 21 annual attestation audit, prepared by a certified public 22 accountant, to the county. The county may conduct a 23 consolidated audit in lieu of the annual audit. Any unused 24 funds that exceed 10 percent of the funds received by an 25 agency during its fiscal year must be returned to the county, 26 which shall distribute them to other qualified agencies. 27 (33) UNITED WE STAND LICENSE PLATES.-- 28 (a) Notwithstanding the provisions of s. 320.08053, 29 the department shall develop a United We Stand license plate 30 as provided in this section. Thereafter, 100 50 5 percent of the annual use fee shall be distributed to the 6 Department of Transportation SAFE COUNCIL to fund a grant 7 program to enhance security at airports throughout the state, 8 as per s. 332.14. and 50 percent of such fees shall be 9 distributed to the Rewards for Justice Fund, to be contributed 10 to the United States State Department's Rewards for Justice 11 program and used solely to apprehend terrorists and bring them 12 to justice. 13 14 15 ================ T I T L E A M E N D M E N T =============== 16 And the title is amended as follows: 17 On page 1, line 28, after the semicolon 18 19 insert: 20 revising authorized uses of revenues from the 21 United We Stand speciality license plate; 22 23 24 25 26 27 28 29 30 31 3 9:25 PM 04/18/05 s0454.go16.777
