12 Appropriations (Sebesta) recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 53, between lines 13 and 14,
16
17 insert:
18 Section 18. Bicycle system study.--Prior to October 1,
19 2005, the Department of Transportation shall perform a bicycle
20 system study of bicycle facilities that are on or connected to
21 the State Highway System. The results of the bicycle system
22 study shall be presented to the Governor, the President of the
23 Senate, and the Speaker of the House of Representatives by
24 October 1, 2005. The bicycle system study shall include paved
25 bicycle lanes, bicycle trails, bicycle paths, and any route or
26 facility designated specifically for bicycle traffic. The
27 study shall be performed by a consultant selected and funded
28 by the department and shall be managed by the department's
29 state Pedestrian and Bicycle Coordinator. The study shall
30 include:
31 (1) Review of department standards for bicycle lanes

1 to determine if they meet the needs of the state's bicyclists.
2 (2) Identification of state highways with existing
3 designated bicycle lanes.
4 (3) Identification of state highways with no
5 designated bicycle lanes and any constraints to incorporating
6 these facilities.
7 (4) Providing electronic mapping of those facilities
8 identified in subsections (2) and (3).
9 (5) Identification of all bicycle facility needs on
10 the State Highway System.
11 (6) Review and identification of possible funding
12 sources for new or improved facilities.
13 (7) A proposed implementation plan that will identify
14 the incorporation of bicycle facilities on those state
15 highways programmed for rehabilitation or new construction in
16 the department's 5-year work program. The proposed plan will
17 include the costs associated within the work program to add
18 these facilities.

26 directing the Department of Transportation to
27 select and fund a consultant to perform a study
28 of bicycle facilities on or connected to the

30 the study to be presented to the Governor and
31 the Legislature providing for management of the
