15 On page 2, between lines 6 and 7,

17 insert:
18 Section 1. Section 311.22, Florida Statutes, is
19 created to read:
20 311.22 Additional authorization for funding certain
21 dredging projects.--
22 (1) The Florida Seaport Transportation and Economic
23 Development Council shall establish a program to fund dredging
24 projects in counties having a population of fewer than 300,000
25 according to the last official census. Funds made available
26 under this program may be used to fund approved projects for
27 the dredging or deepening of channels, turning basins, or
28 harbors on a 50-50 matching basis with any port authority, as
29 such term is defined in s. 315.02(2), which complies with the
30 permitting requirements in part IV of chapter 373 and the
31 local financial management and reporting provisions of part

1 III of chapter 218.
2 (2) The council shall adopt rules for evaluating the
3 projects that may be funded pursuant to this section. The
4 rules must provide criteria for evaluating the economic
5 benefit of the project. The rules must include the creation of
6 an administrative review process by the council which is
7 similar to the process contained in ss. 311.09(5)-(12), and
8 provide for a review by the Department of Community Affairs,
9 the Department of Transportation, and the Office of Tourism,
10 Trade, and Economic Development of all projects submitted for
11 funding under this section.

25 certain projects; requiring that the Florida
26 Seaport Transportation and Economic Development
27 Council adopt rules for evaluating the dredging
28 projects; providing criteria for the rules;
29 providing for a project-review process by the
30 Department of Community Affairs, the Department
31 of Transportation, and the Office of Tourism,
