1 A bill to be entitled
2 An act relating to the restoration of civil
3 rights; requiring each board of county
4 commissioners to ensure that certain prisoners
5 in the county detention facility receive
6 information concerning the process for
7 requesting restoration of the prisoner's civil
8 rights; requiring that each such prisoner be
9 assisted in initiating the process; providing
10 that the requirement does not apply to
11 prisoners who are transferred to the Department
12 of Corrections; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. County prisoners to be informed of the
17 process for requesting restoration of civil rights.--
18 (1) The board of county commissioners of each county
19 shall ensure that before a prisoner who is serving a sentence
20 of longer than 6 months is released from the county detention
21 facility, the prisoner receives education and information
22 concerning the process for requesting the restoration of his
23 or her civil rights and is assisted with initiating such
24 process.
25 (2) Subsection (1) does not apply to prisoners who are
26 discharged from the county detention facility to the custody
27 of the Department of Corrections.
28 Section 2. This act shall take effect July 1, 2005.
