15         On page 6, line 26, following the period

17  insert:  However, any private donation to the Board of
18  Governors Foundation, Inc., for which state matching funds are
19  sought under this section shall be expended for the direct
20  benefit of the university or universities as specified in the
21  private donor's gift or pledge agreement.
