18 and insert:
19 (1) The agency is authorized to seek experimental,
20 pilot, or demonstration project waivers, pursuant to s. 1115
21 of the Social Security Act, to create a statewide initiative
22 to provide for a more efficient and effective service delivery
23 system that enhances quality of care and client outcomes in
24 the Florida Medicaid program pursuant to this section. Phase
25 one of the demonstration shall be implemented in two
26 geographic areas. One demonstration site shall include only
27 Broward County. A second demonstration site shall initially
28 include Duval County and shall be expanded to include Baker,
29 Clay, and Nassau Counties within 1 year after the Duval County
30 program becomes operational. This waiver authority is
31 contingent upon federal approval to preserve the

1 upper-payment-limit funding mechanism for hospitals, including
2 a guarantee of a reasonable growth factor, a methodology to
3 allow the use of a portion of these funds to serve as a risk
4 pool for demonstration sites, provisions to preserve the
5 state's ability to use intergovernmental transfers, and
6 provisions to protect the disproportionate share program
7 authorized pursuant to this chapter. Upon completion of the
8 evaluation conducted under section 3 of this act, the agency
9 may request statewide expansion of the demonstration projects.
10 Statewide phase-in to additional counties shall be contingent
11 upon review and approval by the Legislature.
