| 6 | length of the proposed program, and the total projected cost to |
| 7 | students and the state. Funds for a grant provided pursuant to |
| 8 | this section must be used to support new students and not to |
| 9 | supplant current funding or students. |
| 10 | (b) Document the workforce need to be addressed. |
| 11 | (c) Demonstrate a pool of qualified applicants. |
| 12 | (d) Be submitted by an accredited public or nonpublic |
| 13 | postsecondary educational institution in the state that provides |
| 14 | postsecondary instruction in a field specified in the priority |
| 15 | list established pursuant to subsection (5). For purposes of |
| 16 | this section, postsecondary educational institutions include |
| 17 | school district career centers that offer postsecondary |
| 18 | programs. |
| 19 | (e) Indicate the number of postsecondary diplomas, |
| 20 | certificates, or degrees that the institution will award using |
| 21 | funds received pursuant to this section and the fields in which |
| 22 | the diplomas, certificates, or degrees will be awarded. |
| 23 | (f) Indicate how the funds received will leverage private |
| 24 | industry contributions, grants, or scholarships and how the |
| 25 | funds will be used to offset costs to the state for program |
| 26 | startup or expansion or to offset student tuition costs. |
| 27 | (5) By March 1, 2006, and annually thereafter, the State |
| 28 | Board of Education, the Board of Governors, and the board of |
| 29 | directors of Workforce Florida, Inc., shall each advise the |
| 30 | Legislature of the state's most pressing workforce needs for |
| 31 | postsecondary instruction and the geographic locations of these |
| 32 | needs. The Legislature shall annually establish a priority list |
| 33 | for funds provided pursuant to this section in the General |
| 34 | Appropriations Act. |
| 35 | (6) The rankings and decisions of the request-for- |
| 36 | proposals process shall be made by the State Board of Education |
| 37 | based on the priority list established pursuant to subsection |
| 38 | (5). |
| 39 | (7) Grant recipients must enter into a contract with the |
| 40 | state to produce a specific number of graduates in the |
| 41 | designated program within a specific time period. Grant |
| 42 | recipients must submit periodic reports to the department |
| 43 | documenting compliance with the accountability measures |
| 44 | established by the department. |
| 45 | (8) Subsequent to the first year of funding for the |
| 46 | SUCCEED, FLORIDA! Crucial Professionals Program, priority for |
| 47 | awarding grants shall be for renewal grants to programs that are |
| 48 | making adequate progress toward their contracted production, |
| 49 | including nursing programs and teaching programs at institutions |
| 50 | that received funding from the SUCCEED, FLORIDA! Crucial |
| 51 | Professionals Program during the 2005-2006 fiscal year. Renewal |
| 52 | award amounts shall be tied to student retention; the production |
| 53 | of degrees, certificates, or diplomas; the number of graduates |
| 54 | placed in the targeted professions in the state; or other |
| 55 | accountability measures determined by the department. |
