61011.98  SUCCEED, FLORIDA! Great Jobs Program.--
7     (1)  The SUCCEED, FLORIDA! Great Jobs Program is
8established to award funds to public and private postsecondary
9educational institutions in the state on a competitive basis to
10produce more qualified and trained graduates to enter high-
11skill, high-wage occupations in the state.
12     (2)  Beginning with the 2006-2007 fiscal year, funds
13appropriated by the Legislature to the Department of Education
14for the SUCCEED, FLORIDA! Great Jobs Program shall be
15distributed according to the provisions of this section.
16     (3)  The department shall develop and issue annually a
17request for proposals. The department shall establish
18application procedures, guidelines, accountability measures, and
19timelines for implementation of the grant program.
20     (4)  Proposals for a grant authorized pursuant to this
21section must:
22     (a)  Indicate the number of students to be served, the
23length of the proposed program, and the total projected cost to
24students and the state. Funds for a grant provided pursuant to
25this section must be used to support new students and not to
26supplant current funding or students.
27     (b)  Document the workforce need to be addressed.
28     (c)  Demonstrate a pool of qualified applicants.
29     (d)  Be submitted by a public or nonpublic postsecondary
30educational institution in the state that provides postsecondary
31instruction in a field that produces graduates prepared to enter
32an occupation identified in the priority list established
33pursuant to subsection (5). For purposes of this section,
34postsecondary educational institutions include school district
35career centers that offer postsecondary programs.
36     (e)  Indicate the number of postsecondary diplomas,
37certificates, or degrees that the institution will award using
38funds received pursuant to this section and the fields in which
39the diplomas, certificates, or degrees will be awarded.
40     (f)  Indicate how the funds received will leverage private
41industry contributions, grants, or scholarships and how the
42funds will be used to offset costs to the state for program
43startup or expansion or to offset student tuition costs.
44     (5)  By March 1, 2006, and annually thereafter, the State
45Board of Education, using information provided by the Workforce
46Estimating Conference pursuant to s. 216.136(9), shall advise
47the Legislature of the workforce needs in high-skill, high-wage
48occupations and the geographic locations of these needs. The
49Legislature shall annually establish a priority list for funds
50provided pursuant to this section in the General Appropriations
51Act.
52     (6)  The State Board of Education must review proposals and
53determine funding to be provided based on the priority list
54established pursuant to subsection (5).
55     (7)  Grant recipients must enter into a contract with the
56state to produce a specific number of graduates in the
57designated program within a specific time period. Grant
58recipients must submit periodic reports to the department
59documenting compliance with the accountability measures
60established by the department. The State Board of Education must
61monitor compliance with the accountability requirements.
62     (8)  Final payments shall be tied to the number of degrees,
63certificates, or diplomas produced and the number of graduates
64placed in the state.
