6 | 1011.98 SUCCEED, FLORIDA! Great Jobs Program.-- |
7 | (1) The SUCCEED, FLORIDA! Great Jobs Program is |
8 | established to award funds to public and private postsecondary |
9 | educational institutions in the state on a competitive basis to |
10 | produce more qualified and trained graduates to enter high- |
11 | skill, high-wage occupations in the state. |
12 | (2) Beginning with the 2006-2007 fiscal year, funds |
13 | appropriated by the Legislature to the Department of Education |
14 | for the SUCCEED, FLORIDA! Great Jobs Program shall be |
15 | distributed according to the provisions of this section. |
16 | (3) The department shall develop and issue annually a |
17 | request for proposals. The department shall establish |
18 | application procedures, guidelines, accountability measures, and |
19 | timelines for implementation of the grant program. |
20 | (4) Proposals for a grant authorized pursuant to this |
21 | section must: |
22 | (a) Indicate the number of students to be served, the |
23 | length of the proposed program, and the total projected cost to |
24 | students and the state. Funds for a grant provided pursuant to |
25 | this section must be used to support new students and not to |
26 | supplant current funding or students. |
27 | (b) Document the workforce need to be addressed. |
28 | (c) Demonstrate a pool of qualified applicants. |
29 | (d) Be submitted by a public or nonpublic postsecondary |
30 | educational institution in the state that provides postsecondary |
31 | instruction in a field that produces graduates prepared to enter |
32 | an occupation identified in the priority list established |
33 | pursuant to subsection (5). For purposes of this section, |
34 | postsecondary educational institutions include school district |
35 | career centers that offer postsecondary programs. |
36 | (e) Indicate the number of postsecondary diplomas, |
37 | certificates, or degrees that the institution will award using |
38 | funds received pursuant to this section and the fields in which |
39 | the diplomas, certificates, or degrees will be awarded. |
40 | (f) Indicate how the funds received will leverage private |
41 | industry contributions, grants, or scholarships and how the |
42 | funds will be used to offset costs to the state for program |
43 | startup or expansion or to offset student tuition costs. |
44 | (5) By March 1, 2006, and annually thereafter, the State |
45 | Board of Education, using information provided by the Workforce |
46 | Estimating Conference pursuant to s. 216.136(9), shall advise |
47 | the Legislature of the workforce needs in high-skill, high-wage |
48 | occupations and the geographic locations of these needs. The |
49 | Legislature shall annually establish a priority list for funds |
50 | provided pursuant to this section in the General Appropriations |
51 | Act. |
52 | (6) The State Board of Education must review proposals and |
53 | determine funding to be provided based on the priority list |
54 | established pursuant to subsection (5). |
55 | (7) Grant recipients must enter into a contract with the |
56 | state to produce a specific number of graduates in the |
57 | designated program within a specific time period. Grant |
58 | recipients must submit periodic reports to the department |
59 | documenting compliance with the accountability measures |
60 | established by the department. The State Board of Education must |
61 | monitor compliance with the accountability requirements. |
62 | (8) Final payments shall be tied to the number of degrees, |
63 | certificates, or diplomas produced and the number of graduates |
64 | placed in the state. |
