15         On page 78, between lines 17 and 18,

17  insert:  
18         Section 36.  CARES Program.-There is established the
19  Computers and Reading Equals Scholars (CARES) Program, a
20  program designed to assist students who have not attained
21  reading proficiency beyond Level 1 on the reading portion of
22  the FCAT.
23         (1)  PURPOSE.-The purpose of the CARES Program is to
24  provide each third-grade student who has scored at Level 1 on
25  the reading portion of the FCAT for 2 consecutive years the
26  following tools to support the student in improving his or her
27  reading skills:
28         (a)  A new or used laptop computer;
29         (b)  Training for the student and the student's parent
30  on how to use the laptop computer;
31         (c)  Educational computer software; and

 1         (d)  Individualized private reading tutoring for the

 3         (2)  ELIGIBILITY.--A third-grade student who has scored
