11  The Committee on Regulated Industries (King) recommended the
12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, between lines 30 and 31,
16  
17  insert:  
18         Section 2.  Paragraph (f) of subsection (3) of section
19  489.537, Florida Statutes, is amended to read:
20         489.537  Application of this part.--
21         (3)  Nothing in this act limits the power of a
22  municipality or county:
23         (f)  To require that one electrical journeyman, who has
24  obtained a certificate of competency from a registered
25  apprenticeship program is a graduate of the Institute of
26  Applied Technology in Construction Excellence or a license
27  licensed pursuant to s. 489.5335, prior to year 2002, be
28  present on any non-residential an industrial or commercial new
29  construction site with a facility of 15,000 50,000 gross
30  square feet or more when electrical work in excess of 98 77
31  volts is being performed in order to supervise or perform such

This section does not 2 apply to single-family residential construction or any 3 commercial residential construction that is three stories or 4 less. Any person licensed as a Journeyman Electrician in the 5 state of Florida, prior to year 2002, and whose license has 6 expired, shall have their journeyman certificate reinstated 7 without retesting. THe local building official shall issue a 8 thirty(30) day temporary waiver for this journeyman 9 requirement for the purposes of issuing a permit, if proof is 10 provided that no journeyman is available for employment on the 11 construction site.
