1 A bill to be entitled
2 An act relating to the University of South
3 Florida St. Petersburg; amending s. 1004.33,
4 F.S.; authorizing the Campus Board of the
5 university to forward a proposal to levy a
6 student-center-support fee to the University of
7 South Florida Board of Trustees for approval;
8 providing a standard for the maximum amount of
9 the fee; providing procedures; prohibiting the
10 inclusion of the fee in calculating the amount
11 a student receives under specified scholarship
12 awards; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Subsection (6) is added to section 1004.33,
17 Florida Statutes, to read:
18 1004.33 The University of South Florida St.
19 Petersburg.--
20 (6) Pursuant to the legislative mandate set forth in
21 this section to establish the St. Petersburg Campus of the
22 University of South Florida as a separately accredited,
23 residential campus in the University of South Florida System,
24 the Campus Board of the University of South Florida St.
25 Petersburg may forward a proposal to levy a
26 student-center-support fee to the University of South Florida
27 Board of Trustees for approval. The aggregate amount of such
28 fees which is collected in a single fiscal year may not exceed
29 the amount necessary in that fiscal year to retire bonds or
30 other forms of indebtedness issued or procured for the purpose
31 of planning, constructing, equipping, and operating the

1 student center facility. The fee must be recommended by a
2 committee, at least half of whom are students appointed by the
3 president of the student body. The Campus Board shall appoint
4 the remainder of the committee. A chairperson, appointed
5 jointly by the Campus Board and the president of the student
6 body, shall vote only in the event of a tie. The
7 recommendations of the committee shall take effect only after
8 approval by the university president, after consultation with
9 the president of the student body and final approval by the
10 University of South Florida Board of Trustees. The fee shall
11 not be included in calculating the amount a student receives
12 for a Florida Academic Scholars award, a Florida Medallion
13 Scholars award, or a Florida Gold Seal Vocational Scholars
14 award.
15 Section 2. This act shall take effect July 1, 2005.

18 SENATE SUMMARY
19 Authorizes the Campus Board of the University of South
Florida St. Petersburg to forward a proposal to levy a
20 student-center-support fee to the University of South
Florida Board of Trustees for approval. Provides that the
21 maximum amount of the fee which is collected in a fiscal
year may not exceed the amount necessary in that fiscal
22 year to retire instruments of indebtedness issued for the
purpose of planning, constructing, equipping, and
23 operating the student center facility. Provides
procedures. Prohibits the inclusion of the fee in
24 calculating the amount a student receives under specified
scholarship awards.
