11 The Committee on Transportation (Sebesta) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 Delete everything after the enacting clause
16
17 and insert:
18 Section 1. Subparagraph 7. of section 20.23(2)(b),
19 Florida Statutes is amended to read:
20 20.23 Department of Transportation. - There is created
21 a Department of Transportation which shall be a decentralized
22 agency.
23 (2)(b) The commission shall have the primary functions
24 to:
25 7. Recommend to the Governor and the Legislature
26 improvements to the department's organization in order to
27 streamline and optimize the efficiency of the department. In
28 reviewing the department's organization, the commission shall
29 determine if the current district organizational structure is
30 responsive to Florida's changing economic and demographic
31 development patterns. The commission shall specifically

1 examine district boundaries relative to the strategic planning
2 regions established in Florida's strategic plan for economic
3 development developed under s. 288.905. The initial report by
4 the commission must be delivered to the Governor and
5 Legislature by December 15, 20052000 appropriate. The
6 commission may retain such experts as are reasonably necessary
7 to effectuate this subparagraph, and the department shall pay
8 the expenses of such experts.
9 Section 2. This act shall take effect July 1, 2005.

16 A bill to be entitled An act relating to the
17 Department of Transportation; amending s.
18 20.23, F.S., requiring the Florida
19 Transportation Commission to examine the
20 department's district boundaries as they relate
21 to the strategic planning regions established
22 in the state's strategic plan for economic
23 development; providing an effective date.
