14 On page 6, between lines 25 and 26,

16 insert:
17 Section 4. School-Based Health-Care Task Force.--
18 (1) The School-Based Health-Care Task Force is
19 established within the Department of Education for the purpose
20 of facilitating and encouraging development of comprehensive
21 primary-health centers in public elementary, middle, and high
22 schools to provide preventive health services, acute
23 primary-health-care services, chronic-disease treatment and
24 management services, case management, counseling, and
25 appropriate referral of specialty health-care services. After
26 submitting its final report on or before December 31, 2005,
27 the task force is dissolved.
28 (2) The task force shall consist of 15 members:
29 (a) Two Senators appointed by the President of the
30 Senate, one of whom shall be designated to chair the task
31 force;

1 (b) A Senator appointed by the Minority Leader of the
2 Senate;
3 (c) A member of the House of Representatives appointed
4 by the Speaker of the House of Representatives;
5 (d) A member of the House of Representatives appointed
6 by the Minority Leader of the House of Representatives;
7 (e) The Secretary of Health, or his or her designee;
8 (f) The Secretary of Health Care Administration, or
9 his or her designee;
10 (g) The Commissioner of Education, or his or her
11 designee;
12 (h) A school board member or designee from a district
13 currently representing school-based health centers, appointed
14 by The Florida School Boards Association, Inc.;
15 (i) A community-based member appointed by the Florida
16 Coalition of School Based Health Care or its designee;
17 (j) A representative of an academic institution,
18 hospital, or a hospital associated with a school-based health
19 center;
20 (k) A person appointed by the Florida Association of
21 Health Maintenance Organizations;
22 (l) A person appointed by the Florida Association of
23 Community Health Centers, Inc.;
24 (m) A person appointed by the Florida Rural Health
25 Association; and
26 (n) A representative of health insurance companies
27 appointed by the Chief Financial Officer.
28 (2) The task force shall meet at the call of the
29 chair. The first meeting of the task force shall be held in
30 Tallahassee no later than July 15, 2005.
31 (3) The task force shall:

1 (a) Identify and examine existing programs, services,
2 laws, and rules regarding the availability and coverage of
3 health-care services for public-school students.
4 (b) Receive and consider reports and testimony from
5 individuals, educators, county health departments,
6 community-based organizations, and other public and private
7 organizations.
8 (c) Develop a comprehensive School-Based Health-Care
9 Plan and present its final report and recommendations to the
10 Governor, the President of the Senate, and the Speaker of the
11 House of Representatives by December 31, 2005. The
12 School-Based Health-Care Plan shall address:
13 1. Providing school-based health center services as a
14 means of extending access to care for medically underserved
15 children across the state;
16 2. Providing a role for school-based health centers as
17 a safety-net provider within the state;
18 3. Inclusion of the school-based-health-center model
19 in statewide health-planning activities and mandatory federal
20 health plans, including the state's Title V long-term
21 strategic plan, as appropriate;
22 4. The relationship of school-based health centers to
23 integrated-services initiatives, including
24 prevention/wellness; chronic-disease management; and mental
25 health;
26 5. The relationship of school-based health centers to
27 insurance and other reimbursement mechanisms, including
28 Medicaid and the Florida Kidcare program;
29 6. The feasibility of establishing standards of care
30 and procedures for statewide certification of school-based
31 health centers; and

1 7. Development of long-term funding strategies to
2 ensure adequate financial support for school-based health
3 centers.
4 (4) Members of the task force serve without
5 compensation, and the cost of members' participation shall be
6 borne by their appointing organization. Any member who is a
7 public employee is entitled to reimbursement for per diem and
8 travel expenses by the appointing department in accordance
9 with section 112.061, Florida Statutes.
10 (5) The Department of Education shall provide
11 logistical and staff support for the task force.
