1 A bill to be entitled
2 An act relating to trust funds; creating the
3 Citizen Soldier Matching Grant Trust Fund
4 within the Agency for Workforce Innovation;
5 requiring that moneys in the trust fund be used
6 to award matching grants to private sector
7 employers who provide wages to employees
8 serving in the United States Armed Forces
9 Reserves or the Florida National Guard while
10 such employees are on federal active duty;
11 providing for future review and termination or
12 re-creation of the trust fund; providing a
13 contingent effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. The Citizen Soldier Matching Grant Trust
18 Fund.--
19 (1) The Citizen Soldier Matching Grant Trust Fund is
20 created within the Agency for Workforce Innovation. Funds
21 credited to the trust fund shall consist of moneys
22 appropriated by the Legislature for the purpose of awarding
23 matching grants to private sector employers that provide wages
24 to employees serving in the United States Armed Forces
25 Reserves or the Florida National Guard while those employees
26 are on federal active duty.
27 (2) Pursuant to the provisions of Section 19(f)(2),
28 Article III of the State Constitution, the trust fund is
29 terminated July 1, 2009, unless terminated earlier. Prior to
30 its scheduled termination, the trust fund shall be reviewed as
31 provided in section 215.3206, Florida Statutes.

1 Section 2. This act shall take effect July 1, 2005, if
2 CS for SB 72, or similar legislation creating the Citizen
3 Soldier Matching Grant Program, is adopted in the same
4 legislative session or an extension thereof and becomes law.

6 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
7 Senate Bill 74

9 The original bill stated that the act shall take effect July
1, 2005, if "SB___" or similar legislation becomes law. This
10 committee substitute changes "SB___" to "CS for SB 72."
11 This committee substitute also makes technical changes to the
language specifying the termination and review dates for the
12 trust fund.
