7s. 474.203, F.S.; providing an exemption for independent
8contractors who provide certain animal health care
9services from the requirements of ch. 474, F.S., relating
10to the practice of veterinary medicine; providing an
11effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Subsection (5) of section 474.203, Florida
16Statutes, is amended to read:
17     474.203  Exemptions.--This chapter shall not apply to:
18     (5)  Any person, or the person's regular employee, or an
19independent contractor under the supervision of such person
20administering to the ills or injuries of her or his own animals,
21including, but not limited to, castration, spaying, and
22dehorning of herd animals, unless title has been transferred or
23employment provided for the purpose of circumventing this law.
24This exemption shall not apply to out-of-state veterinarians
25practicing temporarily in the state. However, only a
26veterinarian may immunize or treat an animal for diseases which
27are communicable to humans and which are of public health
28significance.

30For the purposes of chapters 465 and 893, persons exempt
31pursuant to subsection (1), subsection (2), or subsection (4)
32are deemed to be duly licensed practitioners authorized by the
33laws of this state to prescribe drugs or medicinal supplies.
34     Section 2.  This act shall take effect upon becoming a law.
