15         On page 14, between line 26 and 27,

17  insert:  
18         Section 2.  (1)  The Agency for Health Care
19  Administration, in consultation with the Office of Insurance
20  Regulation, shall conduct a study evaluating the medical
21  necessity, efficacy, and costs associated with mandating
22  health insurers and health maintenance organizations to
23  provide coverage for cranial skull molding orthotics and other
24  therapies used in the treatment of deformational or positional
25  plagiocephaly. The agency and office shall evaluate whether or
26  not gaps in coverage currently exist in the small and large
27  group insurance markets for medically necessary care and
28  treatment of plagiocephaly. The agency shall provide
29  information concerning the types of benefits, including the
30  cost of such benefits, provided to Medicaid recipients for the
31  treatment of plagiocephaly, and the demographic

The Department of 2 Health shall coordinate with the agency to provide such 3 information concerning coverage and costs provided to children 4 having plagiocephaly who are enrolled in the Children's 5 Medical Services Program. 6 (2) The agency, in consultation with the office, may 7 contract with an actuary who is a member of the American 8 Academy of Actuaries and other persons who have an extensive 9 background in health insurance for the purpose of assisting 10 the agency in evaluating the medically necessity, efficacy, 11 and costs of such coverage. The agency shall report its 12 findings and recommendations related to mandating insurance 13 coverage for the treatment of plagiocephaly to the President 14 of the Senate and the Speaker of the House of Representatives 15 no later than January 1, 2006. 16 Section 3. For the 2005-2006 fiscal year, the sum of 17 $25,000 is appropriated in nonrecurring funds from the 18 Insurance Regulatory Trust Fund to the Office of Insurance 19 Regulation for the purpose of funding the study conducted by 20 the Agency for Health Care Administration as provided in 21 section 2. 22 23 (Redesignate subsequent sections.) 24 25 26 ================ T I T L E A M E N D M E N T =============== 27 And the title is amended as follows: 28 Delete everything before the enacting clause 29 30 and insert: 31 A bill to be entitled 2 7:33 PM 04/26/05 s0822c1c-39-ta1
